Décision

The Governing Council today decided to keep raise the three key ECB interest rates unchanged. by 25 basis points. The outlook for energy prices, while highly volatile, currently stands close to the baseline of the June Eurosystem staff projections and well above the levels recorded prior to the conflict in the Middle East. Uncertainty remains high and the full inflationary impact of the energy shock has yet East continues to play out. Compared with June, the baseline projection for inflation in 2026 is unchanged, while it has been revised up for 2027 and 2028. The baseline projection for economic growth is 0.9% for 2026, 1.4% for 2027 and 1.5% for 2028. This is an upward revision for both 2026 and 2027, mainly reflecting the greater than expected resilience of the euro area economy.

Perspectives

The outlook remains highly uncertain, with risks to the upside for inflation and to the downside for economic growth. In relation to the energy shock, the updated scenarios put together by staff illustrate the broad range of outcomes for how growth and inflation would evolve under different assumptions about its intensity and duration, as well as its indirect and second-round effects.

Orientation

With today’s decision, the Governing Council remains well positioned to navigate the uncertainty caused by the conflict. It will follow a data-dependent and meeting-by-meeting approach to determining the appropriate monetary policy stance. In particular, the Governing Council’s interest rate decisions will be based on its assessment of the inflation outlook and the risks surrounding it, in light of the incoming economic and financial data, as well as the dynamics of underlying inflation and the strength of monetary policy transmission. The Governing Council is not pre-committing to a particular rate path.

Taux

The Governing Council decided to raise the three key ECB interest rates by 25 basis points. Accordingly, the interest rates on the deposit facility, the main refinancing operations and the marginal lending facility will remain unchanged at 2.25%, 2.40% and be increased to 2.50%, 2.65% respectively. and 2.90% respectively, with effect from 16 September 2026.

The APP and PEPP portfolios are declining at a measured and predictable pace, as the Eurosystem no longer reinvests the principal payments from maturing securities.

Un communiqué sans vote

La BCE ne publie pas de décompte. Le Conseil des gouverneurs décide « par consensus », et le communiqué ne dit ni combien ont voté pour, ni qui aurait préféré autre chose. Les désaccords apparaissent trois semaines plus tard dans le compte rendu, sans nom, sous la forme « quelques membres ont estimé que ».

Ce que le communiqué de la Fed dit par son vote, celui de la BCE le dit par ses adjectifs. La lecture mot à mot y est donc plus importante, pas moins.

L’anatomie d’un communiqué de la BCE

La décision, première phrase : « The Governing Council today decided to raise / lower / keep ». Le reste du paragraphe est la justification, et c’est là que se lit le diagnostic — « the conflict in the Middle East continues to generate inflationary pressures » n’est pas une phrase neutre.

Les projections. Quatre fois par an, en mars, juin, septembre et décembre, le communiqué cite les projections des services : inflation totale, inflation hors énergie et alimentation, croissance, pour trois années. Un chiffre révisé de 2,5 % à 3,0 % entre deux réunions est le fait le plus dur du texte.

L’équilibre des risques. « Risks to the upside for inflation and to the downside for growth » — le paragraphe où se lit le biais. Sa symétrie ou son asymétrie change avant que la décision ne change.

L’orientation. « Data-dependent and meeting-by-meeting » depuis 2023. La BCE ne s’engage sur aucune trajectoire, et ce paragraphe dit précisément ce qu’elle refuse de promettre.

Les taux directeurs, sous leur propre titre. Trois taux : la facilité de dépôt — celui qui compte, puisque c’est par lui que la BCE pilote depuis 2024 —, les opérations principales de refinancement, et la facilité de prêt marginal. Les écarts entre les trois sont fixes ; un seul chiffre bouge.

Le bilan — APP et PEPP —, le refinancement, et l’instrument de protection de la transmission : trois sections courtes qui ne changent presque jamais, et dont le changement, quand il vient, est un événement.

Cas pratique : de la baisse à la hausse, juin 2024 → septembre 2026

Le 6 juin 2024, la BCE baisse pour la première fois depuis 2019. Sept baisses suivent, jusqu’à 2,00 % en juin 2025. Puis quatre réunions de statu quo, avec le même paragraphe d’orientation repris mot pour mot.

Le 11 juin 2026, hausse de 25 points de base, à 2,25 %. Le tracker montre ce qui a changé ce jour-là : le paragraphe sur les risques a perdu sa symétrie au profit de « to the upside for inflation », et les projections d’inflation ont été révisées en hausse pour les trois années. Le 10 septembre, seconde hausse, à 2,50 %, sur un texte dont 60 % des mots n’ont pas bougé.

La lecture de desk : la BCE a annoncé son retournement par ses projections et son paragraphe de risques deux réunions avant la première hausse. Sans vote à lire, c’est le texte qui vote.

Réunion de la BCE : dates et heure française

La décision est publiée à 14:15, heure de Francfort — la même qu’à Paris. La conférence de presse de la présidente commence à 14:45.

Restent en 2026 : les 29 octobre et 17 décembre, avec projections en décembre. Le calendrier de l’année suivante est publié par la BCE en été.

Ce qu’un desk regarde, dans l’ordre

  1. Le verbe de la première phrase.
  2. Le taux de dépôt, dans la section des taux directeurs — les deux autres suivent mécaniquement.
  3. Les projections, quand il y en a : les révisions, pas les niveaux.
  4. Le paragraphe des risques en mode modifications. Une asymétrie qui apparaît est la réunion suivante.
  5. Ce que le tracker montre en gris : ce qui est inchangé depuis des années — TPI, mandat, « stands ready ». Le jour où l’un d’eux bouge, tout le reste est secondaire.
