La seule banque centrale qui écrit pourquoi

Neuf membres, un vote publié dans la première phrase, et — nulle part ailleurs — la raison de chaque dissident, rédigée dans le communiqué lui-même : « Sato Ayano dissented, considering that current economic and price developments did not appear to have substantially accelerated ».

La Fed donne les noms et une préférence. La BoE donne les noms dans les minutes. La BCE ne donne rien. La Banque du Japon donne l’argument. C’est le communiqué le plus lisible des quatre pour qui veut savoir où en est le comité.

Deux formats, quatre fois par an chacun

Le communiqué change de taille selon le mois. En janvier, avril, juillet et octobre, la Banque publie son Rapport de perspectives, et le communiqué se réduit à la décision et au vote — deux phrases, une cinquantaine de mots. Les autres mois, il porte le diagnostic sur l’économie, les prix, les risques et l’orientation : cinq points numérotés, six à neuf cents mots.

Le tracker compare une réunion à la précédente, donc un mois long contre un mois court montre « 90 % du texte réécrit ». Ce n’est pas un changement de politique, c’est le calendrier. Pour lire l’évolution du diagnostic, comparer deux mois longs — juin contre septembre, septembre contre décembre.

L’anatomie d’un communiqué de la Banque du Japon

La décision et le vote, point 1 : « decided, by a 7-2 majority vote, to set the following guideline » puis la consigne — « encourage the uncollateralized overnight call rate to remain at around 1.25 percent ». Avant mars 2024, la consigne était un taux négatif et un objectif sur le 10 ans ; le tracker lit les trois formulations.

Les taux d’application, quand le taux bouge : la facilité de dépôt complémentaire et le taux de base des prêts, qui suivent mécaniquement.

L’économie et les prix. Le diagnostic — « recovered moderately, although some weakness has been seen in part » — puis les risques, puis les conditions financières, puis la phrase de jugement : « the Bank judged it appropriate to adjust the degree of monetary accommodation ».

L’orientation, dernier point numéroté : « the Bank will continue to raise the policy interest rate and adjust the degree of monetary accommodation ». La phrase qui dit si le cycle continue.

Cas pratique : Tamura, Takata, puis la hausse

De septembre 2025 à avril 2026, Takata Hajime et Tamura Naoki votent contre chaque statu quo — Tamura en proposant explicitement un taux plus haut. En avril 2026, Nakagawa Junko les rejoint : 6–3. Le 16 juin, la Banque relève à 1,00 %.

Le 18 septembre 2026, seconde hausse, à 1,25 %, à 7–2. Les deux dissidents ne sont plus les faucons : Asada Toichiro et Sato Ayano votent contre la hausse, en écrivant que l’inflation sous-jacente est encore sous 2 % et que l’accélération n’est pas démontrée.

La lecture de desk : en six réunions, la minorité a changé de camp. Un comité qui a trois faucons dissidents est un comité qui va monter ; un comité qui a deux colombes dissidentes est un comité qui a monté et qui discute du rythme. Réunion de la Banque du Japon : dates et heure française

Le communiqué sort le second jour de la réunion, entre 11:30 et 12:30 heure de Tokyo — soit entre 04:30 et 05:30 à Paris, une heure plus tard en hiver. L’heure exacte n’est pas fixée à l’avance ; elle est publiée avec le communiqué. La conférence de presse du gouverneur suit à 15:30 Tokyo.

Restent en 2026 : les 29–30 octobre avec Rapport de perspectives, et les 17–18 décembre.

Ce qu’un desk regarde, dans l’ordre

  1. Le décompte, et qui est dans la minorité. C’est la réunion suivante.
  2. La raison écrite de chaque dissident. Un « premature » et un « should set the guideline at around 1.5 percent » ne racontent pas la même chose.
  3. Le dernier point numéroté — l’orientation — en mode modifications. « Will continue to raise » qui devient « will consider » est le message.
  4. Ce qui a été retiré de la liste des risques : un risque qui disparaît a été jugé passé.
